Circular on Updates from Uganda Nurses and Midwives Examinations Board:

Uganda Nurses and Midwives Examinations Board UNMEB wishes to provide feedback on monitoring on Continuous Assessment (CA) and Conduct of December 2021 semester examinations for your attention and compliance:

Continuous Assessment Implementation. Reports from the CA implementation monitoring exercise that took place from 21st to 25th October 2019 in all Nursing and Midwifery Training Institutions indicated that CA was not implemented as guided by UNMEB. Majority of the institutions were administering CA in form of tests following the structure of UNMEB papers with only 44.6% of the institutions having evidence of adequately implementing CA. Similarly, only 19.4% of the institutions had evidence of adequate clinical assessment.

Challenges Encountered in CA Implementation included the following:

Late receipts of log books
Need for training of Mentors on how to use and score the log books
Deadlines for submission of CA marks were not feasible
Congestion of Health Facilities for practicum placement
Increased workload for mentors in respect of signing the log books.

It was resolved that another training workshop should be conducted to orient at least one tutor, a Clinical Instructor and two mentors from each Institution on CA implementation and use of practical log books. Tis was accordingly done from 22nd to 24th January 2022 and positive outcomes arising out of this are expected.

The deadline for submitting CA marks were extended from the second week of May to the fourth week of May for June examinations; and from the first week of November to the third week of November for December examinations.

2. Inadequate Practical Examination Equipment:

Reports from the December, 2019 examination conduct showed that some schools had inadequate equipment for conduct of practical examinations. Such schools are advised to procure skills lab equipment that is commensurate to the number of students in case of need for parallel stations during practical examinations. Failure to comply with these guidelines will lead to withdrawal of the respective Examination Centers.

3. Inadequate Halls for Examination Conduct:

Reports from examination conduct indicated that some schools had numerous rooms sitting small numbers of candidates leading to an increased demand for invigilators. The Board wishes to remind schools without adequate examination halls about an earlier resolution to meet the costs of extra invigilators or else, hire big halls from the neighboring institutions.

4. Non-facilitation of Officials left to take Charge of Examination Centers:

The Board has continued to receive reports regarding non-facilitation of Officials left to take charge of the various Examination Centers during conduct of examinations. Some Centers are left with no contingency funds to procure emergency sundries that may be needed during practical examinations.

The Board earlier on made a request for all schools to facilitate the Officers left to take charge of the stations during examination conduct given the coordination role they play and also, be given some funds to attend to any emergencies that may come up.

This therefore serves as a reminder to all Principals and Proprietors to ensure that the above concerns are addressed for better coordination of Examination Centers during examination conduct.

5. Examiners due for Graduation During January Marking Sessions:

January UNMEB Marking Sessions have faced a challenge of examiners whose graduation falls in the marking week which brings a setback to attainment of the set daily targets as they have to attend their graduation ceremonies. The Board proposes that all examiners due for graduation should always notify UNMEB Secretariat prior to the onset of the marking exercise to allow for the identification of replacements early enough so as not to disrupt the marking exercise.
